DESCRIPTION:Changing the Zoning Code to Accommodate Housing and Shelters for the Homeless\n\n \n\nHomelessness and affordable housing are two difficult issues facing communities throughout the State of Washington. To help address these complicated issues\, the Legislature recently signed E2SHB 1220 into law. The bill places requirements on cities to accommodate their projected need for indoor emergency shelters\, indoor emergency housing\, transitional housing\, and permanent supportive housing.   \n\n\n\nJoin us as for this presentation from the Community Development Department of the City of Federal Way and learn how E2SHB 1220 establishes clear expectations for local governments and provides them some limited flexibility in determining how to meet those expectations.\n\n \n\nABOUT THE SPEAKER\n\n \n\nKeith Niven began working as a Planning Manager for the City of Federal Way in April 2020.\n\n \n\nKeith comes to the city after 20+ years working for the City of Issaquah.  During his time in Issaquah\, Keith worked as the Manager of the City's Major Development Review Team and for 5 years as its Community Development Director.  He also spent 6 years as the Director of Economic Development where he developed the City's first Economic Development strategic Plan and helped negotiate Development Agreements with 2 of Issaquah's largest employers: Swedish Healthcare and Costco Wholesalers.  Prior to working in Issaquah\, Keith worked for the Cities of Auburn and Phoenix.\n\n \n\nKeith holds a BA and MA in City Planning from Arizona State University.  He has certifications from the American Planning Association (AICP) and the International Economic Development Council (CEcD).
